According to MTV, the video will debut on Thursday, August 20th at 8pm EST (international premiere times to be announced locally) across all MTV properties including MTV, MTV2, MTVu, MTV Tr3s, MTV Hits, MTV Jams in the U.S. as well as on MTV’s international network of channels.
Several insiders are revealing that the concept for this video resulted from many nights of the trio playing the video game "Max Payne".

I saw an unedit cut and you can tell that the ideas came from the video game "Max Payne".
In Jay-Z's quote, he's talking about how he entered the game through gang-banging and drug selling. He views the industry just like the levels within the MaX Payne game.
Now he's fills as if he was MAXED out of the game and he's placing his flag down.
He's just letting everyone know that a new set of killers are preparing to enter into the Game.
